Vested interests fighting the latest attempt to rescue the beleaguered Greek economy - unions, bureaucrats, legislators, and clients of the welfare state - are being opposed by "a constituency of modernisers: people depressed by interrelated woes, including a malfunctioning justice system, a kleptocratic civil service and impunity for the corrupt."
