Captured Documents Reveal CIA Was Outsourcing Interrogations to Libya

FOX News describes how the CIA and Libyan intelligence services worked together to interrogate suspected terrorists during the administration of George W. Bush, after the uproar over "waterboarding." Documents were found in Libya's External Security Agency and copied by representatives of Human Rights Watch. A Reuters article adds that both the CIA and Britain's MI6 handed over Libyan dissidents to be tortured.
