Tim Cavanaugh in Reason.com reports on the murky but obviously unconstitutional surrender of congressional authority over the budget and the government's borrowing authority. His predecessors would have fought like cornered wolverines to defend the very considerable power of the purse, but now they're trying to avoid responsibility for some very hard and unpopular decisions that will have to be made soon.
